PROBLEM TO BE SOLVED: To mount a stem base without causing an insulation defect between outer pins by detecting the tip positions of the outer pins to use them as references and pressing a stem base inserted into the outer pins against stem glass through an insulating fixing material by a constant quantity. SOLUTION: A stem base 9 is manually inserted into outer pins 3 and tentatively mounted by injecting an insulating fixing material 17 between the stem base 9 and stem glass 4, and thereafter, a pressing plate 12 and a transmitting detection means 11 integrated with it are raised at a low speed with a ball screw slider 15 by driving a servo motor 14. When the detection means 11 is raised to the positions of the tip parts of the outer pins 3, it detects the positions of the tip parts by being shaded by the tip parts, and thereby, the servo motor 14 is stopped, and a pressing height quantity H set for every kind of tube is impressed from there by using that position as a pressing reference position, so that the distance between the stem base 9 and the stem glass 4 is set constant regardless of the height of the outer pins 3. After the pressing plate 12 is raised, it is stopped for a constant period and thus, the insulating fixing material 17 is solidified in a constant thickness.
