PROBLEM TO BE SOLVED: To provide a program control system without the need of changing all programs stored in the memory of a control part at the time of changing a package dependent program. SOLUTION: A CPU panel 110 monitors/controls packages 120-1-120-n by executing the package dependent program stored in the package dependent program storage areas 112-1-112-n of a program memory 112. The (n) pieces of the packages 120-1-120-n are provided with the program memories 121-1-121-n for storing the package dependent program. When the version of the packages 120-1-120-n is upgraded or the like, the package dependent program after updating is transferred from the program memories 121-1-121-n to the package dependent program storage areas 112-1-112-n.
