PROBLEM TO BE SOLVED: To smoothly weld a fusible metal piece with a low fusing point to a membrane electrode, by giving excellent welding property and easily wetting property to the surface of the membrane electrode, by specifying an occupying proportion of metal particles on the surface of the membrane electrode formed on an insulating base. SOLUTION: Screen printing of conductive paste containing metal particles and a binder is applied on an insulating base plate, and it is baked to form a membrane electrode 12. A fusible alloy piece 13 with a low fusing point is connected between the film electrodes by welding. Rosin flux 14 is applied onto the fusible alloy piece 13 with a low fusing point, and the membrane electrodes 12 and the fusible alloy piece 13 with a low fusing point are covered by an insulating layer 16 in order to form a fuse. An occupying proportion of metal particles on the surface of the membrane electrode 12 is set for not less than 80%, preferably not less than 85%. Thereby, welding property is enhanced by approximating the surface of the membrane electrode 12 to a metal surface. Also, the cross section of the fusible alloy piece 13 with a low fusing point can be stably maintained, and the resistance value of the fusible alloy piece 13 with a low fusing point can be prevented from increasing.
