PURPOSE: A front substrate of plasma display panel and manufacturing method thereof are provided to improve an alignment precision and a discharge efficiency. CONSTITUTION: The front substrate(31) comprises a glass substrate(21), discharge-sustain electrodes, a first dielectric layer(33), a second dielectric layer(26) and a protective layer(27). The discharge-sustain electrodes are formed on the glass substrate(21) with a stack structure. The first dielectric layer(33) are arranged between a bus electrodes(32) of the discharge-sustain electrodes. The second dielectric layer(26) covers the bus electrodes(32), transparent ITO electrodes(24) and the first dielectric layer(33). The protective layer(27) covers the dielectric layer. Thereby, the alignment between the bus electrodes(32) and transparent ITO electrodes(24) is improved by the first dielectric layer(33).
