PROBLEM TO BE SOLVED: To obtain the subject photocatalytic coating composition that comprises a photocatalytic material and an oil-repellent material and makes the surface of a base material photocatalytically hydrophilic, thus suppresses oil stain to stick thereto, as the photocatalytic performance is retained, and capable of making the oil stain sticking to the surface readily removable with water or the like. SOLUTION: The surface of a base material is coated with a photocatalytic coating composition comprising a photocatalytic material and a fluorine oil repellent agent, for example, a perfluoroalkylcarboxylic acid salt, a perfluoroalkylsulfonic acid salt or a silicone oil-repellent agent or the like. Then, the coated layer is cured by drying or by heat treatment to form a coating film containing a photocatalytic material, whereby the objective composite material is obtained.
