PROBLEM TO BE SOLVED: To reduce a transfer time when an instruction is given to a plurality of controlled circuits at the same time. SOLUTION: The device is provided with an input terminal 1 to which serial data are applied, a 1st temporary memory 2 that temporarily stores the serial data from the input terminal, a 1st memory 3 that stores data from the 1st temporary memory, a 2nd temporary memory 4 that temporarily stores the serial data from the input terminal, a 1st transfer state detection circuit 6 that generates a 1st control signal denoting that the serial data from the input terminal are on the way of transfer, a 2nd transfer state detection circuit 7 that generates a 2nd control signal denoting that the serial data from the input terminal are on the way of transfer, and a control circuit 8.
