PROBLEM TO BE SOLVED: To output a program mechanically translated only at its annotation part and allowed to be utilized without changing a logic part. SOLUTION: A program reading means 12 reads out a program from an external storage device 11 and stores the read program in a untranslated program storing means 13 and a program language specification means 17 informs an annotation extraction means 18 of the sort of a program language. The means 18 extracts an annotation part out of a logic part and the annotation part constituting the program stored in the means 13 and stores the annotation part in an annotation storing means 19. A machine translation means 14 translates the annotation stored in the means 19 from the described language to another specified language and stores the translated annotation in the means 19. The translated annotation is integrated in the program by an annotation integrating means 191 and stores the integrated program in a translated program storing means 15. A program writing means 16 writes the translated program in the external storage device 11.
