PROBLEM TO BE SOLVED: To remarkably enhance productivity by attaching a fitting tool to a swagger bag by only fitting a triple-layered part into a T-shaped groove formed in the fitting tool of the swagger bag body, wherein holes for fitting it to the bag or a core material are not required unconventionally and hence machines or works for making holes are not also required. SOLUTION: A core material 20 in which wing strips 22 extending from the upper end of a plate 21 to both right and left sides are protruded, is inserted in between the upper end part 51 of a swagger bag 50 and a turned-back part 52 formed by turning back the bag at the upper end part 51 to a position opposite thereto. A part where the wing strips 22 of the core material 20 of a triple- layered part 60 which is an overlapped part of the upper end part 51 of the swagger bag 50, the turned-back part 52, and the core material 20, is fitted from the forward and rearward sides into lateral grooves 36 of the fitting tools 32 formed at both ends of a string 31 so as not to vertically come out.
