PROBLEM TO BE SOLVED: To provide a polymer emulsion-based anticorrosive coating extremely effective for inhibiting the dryness of only the upper portion of a coating film, inhibiting the irregularity of the dryness, expressing excellent thick film coatability suitable for dipping coating methods, expressing excellent coating film strengths and expressing excellent corrosion resistance. SOLUTION: This anti-corrosive coating composition for ALC-reinforcing steel bars comprises an inorganic pigment and a polymer emulsion containing internally cross-linked polymer particles. The polymer particles have an average particle diameter of 0.15-0.5μm, and the polymer particles each has a core/shell structure wherein at least one portion of the core is covered with at least one shell layer. The core/shell structure has a core/shell weight ratio of 1/9 to 7/3. The polymer constituting the shell has a glass transition temperature (Tg) of -10 to 50 deg.C, and the polymer constituting the core and the polymer constituting the shell have an average Tg of -30 to 30 deg.C.
