PROBLEM TO BE SOLVED: To simplify a structure and reduce cost by arranging a soft and flexible member between a vibratory structure and its peripheral structure. SOLUTION: A rubber sheet 12 having an appropriate thickness as a soft flexible material is wound around the whole periphery of a part embedded in an embankment 2 for a bridge pier 11 for instance. Since vibration is absorbed by the rubber sheets even when trains, vehicles or the like pass over the bridge pier 11 and vibration arises, the vibration is not transmitted to the embankment 2 and hence, the embankment 2 is not adversely affected by the vibration. In this way, it is not necessary that a highly rigid earth-retaining block is constructed to retain the gap formed between the bridge pier and the embankment for a long time, or a preventing means from falling into the gap is provided, or an antifreezing means of water accumurated in the gap is provided, like conventional cases. Hence, cost can be greatly reduced and it can be easily executed.
