PROBLEM TO BE SOLVED: To make a operation lever resin-made by arranging a rotating-side resin layer of the operation lever fixed to a valve case mounted in a main body container, a resin cover in the shape of covering the part of the valve case from its upper side and a fixed-side resin cover integrally molded with this resin cover. SOLUTION: The valve case 2 screwed to the mouth part of the main body container 1 made of aluminum is provided with a nozzle 3 and by rotating a valve shaft in the case 2 by the operation lever, a valve is opened to jet incorporated extinguishing liquid from the nozzle. At this time the operation lever is provided with the rotating-side resin lever 4 pivotally supported by the case 2, the resin cover 5 in the shape of covering the valve case 2 from its upper side and the fixed-side resin cover 6 integrally molded with this resin cover 5. Then, a fitting-in part 8 formed at the root of the lever 6 is integrated by fitting to a projection 7 formed at the case 2.
