PURPOSE: A buffer is provided to stably perform a chip operation by cutting a malfunction of a refresh cycle and a current-consumption path. CONSTITUTION: A buffer includes a logic operator for receiving a power-down mode recognition signal and a refresh control signal, and performs a logic operation about them. A differential amplifier(10) is driven according to an output signal of the logic operator. A plurality of inverters(IV1-IV16) delay an output signal of the differential amplifier by a predetermined number of times, so that a chip operation is stabilized.
