PROBLEM TO BE SOLVED: To select a transmission line of a double system without a master by generating the soundness data, transferring periodically the soundness data via every periodical transmitting part, receiving the soundness data at every communication part, supplying the soundness data to a soundness data checking part via a receiving part and deciding whether the nodes other than its own one are normal or not at every node. SOLUTION: When the data sent from a node 3b are received at a node 3n, a control part 11a of a node 3a transfers the data sent from a data processing part 8a and the soundness data which are sent from a soundness data generating part 9a and vary their value very time to the transmission lines 1 and 2 via the communication parts 4a and 5a. These data reach the receiving parts 7b and 7n of nodes 3b to 3n respectively as shown by the transmission routes 12 and 13. At the receiving parts 7a to 7n of every node, the soundness data sent from the node 3a are transferred to the soundness checking parts 10b to 10n and it's decided whether the soundness data are varied from their precedent value.
