PROBLEM TO BE SOLVED: To eliminate the need for selecting the type of a telephone system of the other communication party by storing voice data, corresponding to character data in a library storage device, calling out voice data which correspond to character data that is produced beforehand as one for a message so as to convert it and transmits it to the communication destination with an arbitrary operation. SOLUTION: A user on a transmitting side registers beforehand a message that is produced, by using a character data producing function included in a telephone system in a character data storing section 4. When the transmitting side user requests message transmission, a controlling means 2 reads a management code that is added to character data in the section 4 and discriminates a message. When the user selects data that the user wants to transmit from it, the means 2 sets the character data to be transmitted, reads voice data corresponding to the character data from a library storing part 5, converts it into voice data in place of the character data and transmits it.
