PROBLEM TO BE SOLVED: To provide a heater, and both a fixing device and an image forming device using it, which has an insulating substrate made of aluminum nitride so as to have a reduced heat loss from a heat insulating surface in comparison with a substrate using a normal glass as a heat insulating layer, and in which the insulating substrate is difficult to crack even if a thick recorded material is used. SOLUTION: A glass film 10 containing a number of bubbles is formed on one side surface of a strip of insulating substrate 1 made of aluminum nitride over resistance heaters 2, 3 which are formed on the same side surface of the insulating substrate 1 along its long direction, while the other surface of the insulating substrate 1 is used as a heat transmission surface. Contrarily, in the case that the glass film 10 is formed on the other surface of the insulating substrate 1, the surface on which the resistance heaters 2, 3 are formed is used as the heat transmission surface. If a synthetic resin film which has flexibility, heat resistance, and a heat insulation property is used instead of the glass film 10, it functions as a cushion to partial stress acting on the insulating substrate 1 in addition to reduction of a heat loss so that the insulating substrate 1 hardly cracks. Moreover, the synthetic resin film may be formed on the glass film 10.
