PROBLEM TO BE SOLVED: To generate one synthetic image from plural partial images by using an optical axis deflecting means in one axial system. SOLUTION: A rotary frame 7 is provided with an one axial active mirror composed of a latitude motor 12 and a mirror 11 and a camera block 13 composed of a lens block and a CCD image pickup element. The one axial active mirror is arranged so as to be faced to an object before the lens. The one axial active mirror is vertically driven so that the object can be vertically photographed several times. The rotary frame 7 is mounted on a latitude motor 8. Vertical scanning is operated by the one-axial active mirror, and horizontal scanning is operated by the latitude motor 8 so that an image at a wide angle which is 360 deg. can be photographed with high resolution. The latitude motor 8 is provided in a lower cabinet 15. A transparent cover 14a is placed on the latitude motor 8 and the rotary frame 7 provided in a lower cabinet 15.
