PROBLEM TO BE SOLVED: To improve restriction force of the core material of a head rest by a pad even when a highly recyclable material, reduce shaking of a stay with core, and improve soft feeling and cushion performance. SOLUTION: An accumulation of crimped staple 30 into which the head part 20 of a stay 2 is buried is coagulated in an area to be the inside of this head rest 1A to form a random structure in a curled condition. The crimped staple 30 is tightly combined with the head part 20 of the stay 2 to equip a core material 3B of the stay 2A with the bulky core material with rich elasticity and cushion function. Further, a flexible pad 4A formed so as to cover the core material 3B in a condition fluffy fiber 40 entangled in an area to be the outside of the head rest 1A. A part of fluffy fiber 40 is filled in gaps 30 of crimped fiber 30 and tightly combined with crimped fiber 30 in an entangled condition.
