PROBLEM TO BE SOLVED: To easily perform the bending work of one end of a stopper pin by setting a turbine rotor on a rotary table, then pressing a blade by a blade pressing mechanism so as to bring the other end of a stopper into close contact with a disc, and rotating a rod base on a bending point of one end of the stopper pin. SOLUTION: A turbine rotor 1 is loaded on a rotating mechanism 40 in a state that a shaft hole of a disc 2 is engaged with a disc supporting part 44a of a rotary shaft 44, and a nut 49 is fastened to fix the same. Then a cylinder 64 of a blade pressing mechanism 60 is operated, a basic part of a blade 3 is pushed by a point of pushing rod 66, and an L-shaped part 4b of a stopper pin 4 is brought into close contact with the disc 2. A cylinder 33 of an elevating mechanism 30 is operated to lower a bending mechanism 70, then the bending mechanism 70 is operated, and a bending unit comprising the pressing rod on its point part, is rotated on a bending point of the other end of the stopper pin 4, so that the other end of the stopper pin 4 is bent to the disc 2 side to be pressed to the disc surface.
