PROBLEM TO BE SOLVED: To stabilize the quality of a capacitor, by setting a check point at a specified time, and determining the number of subsequent lamination in response to the laminated state up to the check point in manufacturing, in which a resin layer and a metallic thin film layer are laminated successively on a surrounding supporter. SOLUTION: In manufacturing the capacitor, the same method as the laminating process of a first protective layer is conducted for successively laminating the first protective layer, a first reinforcing layer, an element layer, a second reinforcing layer and a second protective layer. In the first protective layer, the thickness of each resin layer is measured during lamination, a check point is set at a specified time, and the number of laminating to be laminated is determined on the basis of the thickness and number of laminating of a resin layer measured up to the check point and the target thickness of the first protective layer. A resin-layer thickness measuring device 151 measures a gap with the surface of the resin layer at every one turn of a can roller 101, and the thickness of the anew laminated resin layer is obtained from difference with a precedently measured gap.
