PROBLEM TO BE SOLVED: To reinforce the adhesion of an interface between an anti-corrosive coating layer consisting of an organic resin coating for corrosion-protecting a steel material used for marine environment and river environment and the steel material. SOLUTION: Rod-shaped bodies 1 having removable fixing members 3 at front ends and having a specified length are disposed in upright at at least two places of the surface 21 of the steel material 2 under the state in which the fixing members 3 are removed, and these rod-shaped bodies 1 are penetrated to at least an anti-corrosive coating layer 5 in the anti-corrosive coating layer 5 composed of an organic resin and a hold-down material 6 laminated on the surface 21 side of the steel material 2. The fixing members 3 are installed at the front ends of the penetrated rod-shaped bodies 1 so as to be brought into contact with the surface of the hold-down material 6.
