PROBLEM TO BE SOLVED: To provide the base station device for the radio communication system such as a PHS that can provide a service using plural radio block channels even when a terminal with restriction in combination of plural radio block channels requests the service using plural radio block channels. SOLUTION: In the base station device for a radio communication system such as a PHS that conducts 64 kbps bearer communication, a CPU 20 calculates a maximum value of a reception electric field strength of an interference wave obtained by a reception circuit 12 in advance as to combination of two slots and stores the result in a memory 21 as a table. In the case of assignment of a 64 kbps communication channel to a terminal requesting a same frequency, two slots with a minimum value are assigned among the slots in the table.
