PROBLEM TO BE SOLVED: To produce a paste-type photographic treating agent having excellent stability with time, fluidity, solubility and cleaning property. SOLUTION: Org. compds. such as a fluorescent whitening agent, developing agent and preservative are added to a mixing tank 2, and the liquid containing these org. compds. is supplied to a vibration dispersing device 10. In the vibration dispersing device 10, the org. compds. are dissolved by a vibrating plate which vibrates at a high speed, and the obtd. soln. is supplied to the mixing tank 2, where inorg. salts such as potassium carbonate and potassium hydroxide are added. By addition of the inorg. salts, the fluorescent whitening agent is recrystallized and the recrystallized particles of the fluorescent whitening agent are again finely mixed and dispersed by the vibration dispersing device 10 to obtain a homogeneously dispersed paste.
