PROBLEM TO BE SOLVED: To improve workability and heat-insulating properties by molding a heat- insulating panel, in which a grade is specified and shiplaps are formed to the connecting sections of the mutual panels, by bead foaming. SOLUTION: The heat-insulating panel 71 is molded in a plane square shape by bead foaming in a molding die, a grade from 1:10 to 3:10 is formed in the longitudinal direction while shiplaps are formed to left-right side sections and used as the connecting sections of the mutual panels, and a recessed groove 7D is formed at the lower corner of a rear side. Soil 1 is back-filled up to the top end of a foundation level block 6 at the time of the execution of works and rolled horizontally, and the recessed groove 7D of the panel 71 is assembled to square timber 8 for installing the panel. Soil 5 is back-filled up to a ground surface and rolled, and an uppermost- section protective layer 4 is formed of gravel, etc., so that the panel 71 is not broken by post construction. Accordingly, a rolling surface may be formed in a horizontal surface because the grade is formed to the panel, the execution of works is carried out easily, and separation due to ground fluctuation, etc., is prevented because the mutual panels and a foundation heat-insulating material and the panel are joined surely and heat-insulating breaking can be obviated.
