PROBLEM TO BE SOLVED: To provide the subject decorative panel having high separation strength making a surface decorative sheet bonded to the surface of a base material hard to separate when MDF is used as the base material. SOLUTION: A decorative panel for a floor panel is constituted of a base material 11 formed from a medium fiberboard(MDF), the sealer layer 12 formed on the single surface of the base material by coating the base material with a sealer, the adhesive layer on the sealer layer 12 by applying an adhesive to the sealer layer and the decorative layer 14 formed on the adhesive layer 13 by covering a surface decorative sheet made of a thermoplastic resin on the layer 13 and, by applying an adhesive on the sealer layer 12 dry to the touch, the adhesive layer 13 is formed.
