PROBLEM TO BE SOLVED: To improve the probability that a system can be connected to a composite portable terminal, even if an operation mode is switched accompanying movement by connecting a call request to the home station device of a fixed telephone number, when the composite portable terminal exists in the communication available area of the home station device. SOLUTION: When PHS terminals 261 and 262 exist in a house and are operating in a home mode, a call request is transferred to a fixed telephone number allocated to a home station device 200 instead of a PHS telephone number, if the call request for the PHS telephone number from a calling terminal 410 is detected. Such transfer control is realized through the special operation of a local switchboard 100 and an SCP station 300. A local switchboard 100 is connected to the SCP station 300 via a common line signal network 440. Thus, a caller has only to dial the PHS telephone number of an opposite composite portable terminal without being concerned whether or not an opposite party is at home.
