PROBLEM TO BE SOLVED: To provide a resin-coated metal plate having both of high formability and high functional performance of the coating film such as high corrosion resistance, high solvent resistance and high moisture resistance, and to provide its producing method. SOLUTION: This resin-coated metal plate consists of a metal plate, a resin coating layer of 2 to 50μm thickness formed by applying a solvent-based coating material on one principal face of the metal plate, and a resin coating layer of 0.5 to 15μm thickness formed by applying a water-based coating material containing 0.5 to 10 wt.% wax to the solid content weight on the other surface of the metal plate. The producing method includes a process to apply the coating material on the metal sheet and a process to bake it. In the baking process, the temp. of the metal sheet is controlled to <=100 deg.C till 5 sec after starting to bake.
