PROBLEM TO BE SOLVED: To reduce maximum service power, while giving as small a change to the working environment as possible by minutely controlling the load from the start of operation in addition to the conventional demand control. SOLUTION: An operation control section 7 starts an on/off control over a plurality of loads for a specified period of time in accordance with an operation control pattern corresponding to one cutback rate. During the control operation, a present service power calculating section 4 finds the service power from the start of operation to the present. A cutback rate determining section 5 finds the estimated service power, after a specified period of time by calculation from the present service power and then compares the estimated service power with the upper limit service power stored in an upper limit service power storing section 2, and when the estimated service power exceeds the upper limit service power, it outputs a signal for instructing increase in the cutback rate. The operation control section 7 switches the cutback rate, based on the instruction signal from the cutback rate determining section 5 and thereby performs an on/off control in accordance with the operation control pattern corresponding to the cutback rate. |
