PROBLEM TO BE SOLVED: To effectively raise the temperature of a battery in the minimum power consumption. SOLUTION: A series circuit comprising an inductor L, a capacitor C, and an AC power source OSC is connected to both ends of a battery 15 to constitute a resonance circuit, and AC voltage of resonance frequency of the resonance circuit is generated from the AC power source OSC, and the temperature of the battery 15 is raised. Power is almost consumed by the internal resistance of the battery in the resonance, the temperature of the battery is raised by the self heat generation, and the temperature of the battery effectively raised in the minimum power consumption.
