A paving stone (1) has a boundary beam (2) along its one short side of the rectangle formed by the shape of the stone and has a number of penetrating holes (3) for water and air permeation. The holes come in square shape, tapering towards the underside of the paving stone making an equi-spaced grating array in the stone area. The holes are stepped in shape so the upper larger opening of the hole (3A) can take a slotted stone (8). The beam is of trapezoidal section and extends right along the side of the paving stone, projecting above by at least one stone thickness. The stone slopes downwards and outwards along its edge (4) and is made in one piece of reinforced concrete.
