VIDEO SIGNAL ENCODING SYSTEM AND VIDEO SIGNAL ENCODER

PROBLEM TO BE SOLVED: To obtain the system by which a video image desired to be encoded is designated among video signals reproduced from a video signal reproducing device and the designated video image is encoded accurately by a designated frame number. SOLUTION: This system is composes of a 1st controller 54 that sends a coding start signal and a 2nd controller 55 that counts number of frames from a synchronizing signal outputted from a video signal reproducing device 50 and sends an encoding stop signal when the count is matched with a set frame number, thereby accurately encoding the signal by a designated frame number.
