PROBLEM TO BE SOLVED: To obtain the subject flame retardant having excellent safety, heat- resistance and water resistance and exhibiting excellent flame-retarding effect by supporting a phosphate or acid phosphate-type flame-retardant between layers of an inorganic laminar compound. SOLUTION: A phosphate or an acid phosphate-type flame-retardant is supported between layers of an inorganic laminar compound. Preferably, the flame-retardants are halogen-free compounds such as monomethyl phosphate as the phosphate-type flame-retardant and monomethyl phosphate as the acid phosphate-type flame retardant. The inorganic laminar compound is preferably zirconiumα-phosphate which is a laminar tetravalent metal phosphate. In the case of using the flame-retardant for kneading into fibers, etc., the compound has a powdery form having particle diameter of <=10μm, a narrow particle size distribution and uniform particle diameter. The amount of the (acid) phosphate-type flame-retardant supported on the carrier is preferably 5-40 wt.% based on the total weight of the flame-retardant and the inorganic laminar compound.
