The system is built up of at least two basic forms of flexible containers filled with runny bulk material. One of these basic forms serves as a ground element (1) and in particular, is placed directly on the dike which is to secured and strengthened. The other serves as a top element (2) against water action, and forms a sealing and interlocking pile with ground elements and/or other top elements. Preferred features: The ground and top elements (1, 2) at least partially comprise plastic film, preferably PVC film or similar.
