PROBLEM TO BE SOLVED: To improve transfer efficiency of a system which multicast-transfers fixed-length packets by avoiding elimination of packets. SOLUTION: A cell sent from a transmission terminal 1 is multi-cast to reception terminals 2-4. The terminals 2-4 respectively send B-RM cells to the transmission terminal 1. An ER value is set in each B-RM cell. An ER value computing section 32 calculates the average value of the ER values respectively set in the B-RM cells from the reception terminals 2-4. A B-RM cell processing section 31 transfers the B-RM cells in which ER values calculated by means of the computing section 32 are set to the transmission terminal 1. The transmission terminal 1 controls the transmission rate of the multicast communication to the reception terminals 2-4 in accordance with the ER values set in the received B-RM cells.
