PROBLEM TO BE SOLVED: To prevent the occurrence of pullback phenomenon by an operation command for a turbine regulating valve during a fluctuation of a frequency. SOLUTION: A signal for a generator output correction value responding to a deviation between a frequency detected by a frequency detector 26 and a rated frequency is generated by a function generator 26. By adding the signal and a generator output command by the output of a generator output command generator 22, a generator output demand signal is generated. A deviation between the generator output demand signal and an actual generator output through detection of a generator output detector 34 is determined by a subtractor 36. The generator output deviation is limited under a specified condition by a limit circuit 38. When a signal from the control circuit 38 is outputted as a turbine regulating valve operation command to a turbine control device 20 through a proportional integrating computer 40, during a frequency fluctuation in which a value of a frequency exceedsβof a correction program or is reduced to a value lower than -β, a generator output deviation is limited to 0%, and frequency constant control by a turbine control system is caused to be prior.
