PROBLEM TO BE SOLVED: To provide the mobile high lift work apparatus and method for coating the inside of a water storage tank and the method for assembling/disassembling the apparatus by which when doing coating work for the inner wall of a cylindrical dome water storage tank, the assembling/disassembling time of the apparatus to be used for the work is reduced, the number of workers is reduced and atomized material is recovered. SOLUTION: This apparatus has a support part A1 fixed to a plane circle center vertical position of a cylindrical dome water storage tankα, an elastic arm part B fore performing the positioning setting between the support part A1 and an inner wall (b), a high altitude working base part C on which workers mount, a vertically movable rotating part D which undergoes rotation movement around the support part A1 and vertical movement along the support part A1, and equipment installing part E for mounting mechanical equipment, and a vertical movement control part F for controlling the bar like fixation of the support part A1 by tension of a center wire or a chain 3 and the vertical movement.
