PROBLEM TO BE SOLVED: To provide civil engineering materials recovered from city trash incineration ash and enabling to safely use as a road base material. SOLUTION: A heavy metal fixing agent, preferably phosphoric acid is added to the particles having a 5-40 mm max. particle size, >10 uniformity coefficient and <10 wt.% ignition loss, which are obtained by classifying, separating and drying the city trash incineration ash, and subsequently a second heavy metal fixing agent consisting of ferrous sulfate is added. The ash is dried before the heavy metal fixing agents are added, and is kneaded after the addition.
