PROBLEM TO BE SOLVED: To provide a packet exchange which can relay the management cell of an input ATM line to an output ATM line. SOLUTION: A packet exchange 1a is composed of a plurality of line interfaces 6a-6c connected to an ATM line and a packet routing device 5 coupled with the interfaces 6a-6c. Each line interface 6a-6c has a function that selectively converts a received group of ATM cells into either a first type packet from which ATM cell headers are removed or a second type packet which leaves and contains the ATM headers and another function that converts the first and second type packets received from the routing device 5 into ATM cells to be sent to an output ATM line.
