PROBLEM TO BE SOLVED: To dispense with the monitoring work of the fitted state of a flier by a worker, to reduce the labor borne by the worker and to improve work efficiency. SOLUTION: When the tip section of a guide filler 29 collides with the end face of a spacer 3, a filler fitting base is stopped at the position where the tip section of the guide filler 29 collides with the spacer 3, however a guide rail 32 is made slidable along the groove section 31a of a guide block 31, and a support plate 30 is further advanced to the spacer 3 side against the spring force of a coil spring 35 by the rotative drive of a third drive motor 23 to a ball screw 37. When the spring length of the coil spring 35 is compressed to L-α, the rise piece 34a of a metal 34 is brought into contact with the plunger 36a of a microswitch 36, and a contact state detection signal is outputted to a drive motor control circuit 40. The rotative drive of the third drive motor 23 to the ball screw 37 is immediately stopped.
