PROBLEM TO BE SOLVED: To prevent the occurrence of gas exhaustion reliably, by issuing an alarm in the case where one day's gas consumption exceeds a predetermined average value. SOLUTION: An average value Qth of gas consumption per day is obtained by a gas flow measuring means 100, a per-day gas consumption integrating means 101, and a gas consumption initial average value computing means 102, and is multiplied by a safety factorαto obtain a threshold valueαQth for determining increase in gas consumption. Similarly, gas consumption Q for every day is calculated by the gas flow measuring means 100 and the per-day gas consumption integrating means 101, and the gas consumption Q is outputted when a day has elapsed. On the other hand, gas consumption Quse for every gas container is calculated by a per-gas container gas consumption integrating means 105, and the gas consumption Quse is subtracted from the maximum consumption Qmax of a gas container to obtain the remaining quantity Qr of gas of the container. Next,αQth is compared with Q by a comparing means 103. In the case whereαQth<Q and Qr<Qrth, it indicates a state that gas consumption is suddenly increased and that the remaining quantity of gas in the container is low. Therefore, it is judged that there is an extremely high probability of gas exhaustion ahead of schedule, and an alarm is issued from an alarm issuing means 104. In addition, Qrth is the threshold value of the remaining quantity of gas.
