PROBLEM TO BE SOLVED: To provide a belt winding-up device for safety belt capable of providing individually controllable load limiting elements. SOLUTION: A belt winding-up device comprises a spindle 14 for winding up a safety belt 18 and a rotary type latch flange 12 engageable to a base frame 10. Also, the one end of a torsion bar 16 is connected rotatably and fixedly to the spindle 14, and the other end of it is connected rotatably and fixedly to the latch flange 12. In addition, a selectively switchable torsion bar 26 is provided so that the torsion bars 16 and 26 are associated with each other to achieve a limit of load from the belt.
