PROBLEM TO BE SOLVED: To improve picture quality with regard to a parameter before scene change when the parameter after the scene change becomes small in encoding processing after the scene change. SOLUTION: A parameter detector 10 detects a parameter for indicating picture complexity and supplies a rate controller 11 with it. The rate controller 11 compares the first parameter of the first picture that time-wise precedes the second and the second parameter of the second picture that time-wise follows the first and controls a quantization step so that the second picture data are quantized on the basis of the first parameter when the second parameter is smaller than the first parameter. A quantizer 2 quantizes the picture data with the quantization step that is controlled by the rate controller 11.
