SOLUTION: A picture compression device has a motion vector detector 10 for detecting a motion vector, a motion compensation predictor 20 for obtaining a predicted picture, an adder 30 for obtaining a differential picture, a picture compression code generation system 40 for generating a picture compression code, and an original picture detection system 50 for recovering supplied picture information. Here, a bit reduction part 1 reduces the number of luminance signal bits of each picture element composing each of the picture information stored in a storage part 22 and the supplied information and a detection engine 12 detects the motion vector between two pieces of picture information composed of picture elements that have the luminance signal of the reduced number of bits.
