PROBLEM TO BE SOLVED: To prevent an influence upon the data transfer of another connection even when data transfer is disabled by any reason excepting for credit lack corresponding to a data transfer request from a high-order layer. SOLUTION: Concerning communication equipment using a corrected SSCOP, a remaining resource amount measuring function part 5 measures remaining resources capable of being allocated to data transfer inside a corrected SSCOP function part 4 corresponding to the data transfer request from a high-order layer 7 to the corrected SSCOP function part 4 and by reporting the stop/restart of data transfer request issue from the corrected SSCOP function part 4 to the high-order layer 7 according to the measured result, the flow rate of data received from the high-order layer 7 to the corrected SSCOP function part 4 is controlled for the unit of a connection.
