PROBLEM TO BE SOLVED: To detect a signal from a target along with an unwanted signal, perform target correlation integration, and establish a target wake, by monitoring a noise level for the change in an observation state under an unwanted signal environment, and setting a threshold for detecting the target. SOLUTION: A motion elements correlator 5 judges the correlation between target observation information and already controlled target, a hypothesis generator 6 establishes the hypothesis of target observation information, and hypothesis reliability calculation parameter input equipment 7 reads a new target and the observation frequency of an unwanted signal. A hypothesis reliability calculator 8 obtains the hypothesis reliability of the target observation information, a hypothesis reducer 10 reduces the hypothesis using a hypothesis reduction parameter, and target information integration judging equipment 11 integrates and judges the target observation information. Target motion elements smoothing equipment 12 and target motion elements prediction equipment 13 obtains the smoothed value and the smoothing error covariance of the position and speed of a current control target and calculates and displays a prediction speed and a prediction error covariance.
