SOLUTION: A housing 100 having a chamber 110 of a specific space is dipped in a first fluid being liquid, and an inlet part 125 having an inlet 125a on a side surface 120 is formed. A second fluid being a gas is fed through the inlet 125a under a specific pressure, and discharged from an outlet 145a of a discharge part 145 provided in an upper part 140 of the housing 100 while an eddy is formed along the side surface 120. In this case, the second gas is mixed in the first gas contained in the chamber 110, and discharged from the outlet 145a. At this time, the first fluid to flow in and the mixed fluid to be discharged are mixed, and spirally moved. At the same time a resonance is generated by a pressure difference between the mixed fluid to be discharged and the first fluid to flow in, the second fluid is finely broken by the resonance, fed into the first fluid, and the first and the second fluids are efficiently mixed.
