摘要 <p>PROBLEM TO BE SOLVED: To efficiently utilize a network resource by avoiding congestion generated within an ATM network with simple constitution to connectionless traffic. SOLUTION: A transmission source edge equipment 23 and a destination edge device 24 are arranged at the boundary between the ATM network 20 and user LANs 21, 22 to repeat by node equipments 251 to 25n . A network monitoring device 26 monitors the ATM network 20 and is connected with a transmission source edge equipment 23. The average flow-in speed of packets from the transmission source user LAN 21 is measured to detect congestion by external blocking and the average flow-in speed to the equipment 23 is regulated by a calculated allowable flow-in speed to avoid congestion. In addition, congestion caused by internal blocking is detected by the detecting result of congestion by external blocking and the detecting result of internal node congestion at the node equipments and the device 26 changes a transferring route or changes an intra-network resource.</p>
