PROBLEM TO BE SOLVED: To effectively utilize PFBC ash which results from the operation of a coal-burning thermal power plant, esp. of a pressurized fluidized bed burning type, and almost all of which are discarded. SOLUTION: This conditioner contains PFBC ash as the effective component. PFBC ash is obtd. by collecting ash scattering, together with a combustion gas, upwardly from a pressurized fluidized bed boiler 2 with a dust collector 3 and a high-performance dust collector 5 during the operation of a thermal power plant of a pressurized fluidized bed burning type having the step of introducing a mixture of coal and limestone into a pressurized fluidized bed boiler 2 and the step of fluidizing and burning the mixture. PFBC ash having an average particle size of 10-40μm and a Blaine's specific surface area of 1,000 cm<2> /g or higher is used for a soil conditioner. |
