PROBLEM TO BE SOLVED: To absorb the difference in elongation and contraction between a core metal roller and a heat generating layer and to prevent cracks and peeling of the heat generating layer by forming an elastic layer having heat resistance between the base body and the heat generating layer. SOLUTION: The fixing roller 1 consists of a hollow base body, and an elastic layer, heat generating layer, insulating layer and heat insulating layer successively formed inside, and a release layer formed on the outside. The base body and the elastic layer, the elastic layer and the heat generating layer, the heat generating layer and the insulating layer, and the base body and the release layer are adhered to each other with adhesive layers. As for the elastic layer, a silicone rubber or silicone get having 0.6 to 2 W/m.K thermal conductivity to give heat resistance at >=200 deg.C and to increase the thermal efficiency, having >=1×10<13>Ω.cm volume resistivity to maintain insulating property and having >=8 kV/mm dielectric breakdown is used and formed to 0.3 to 1.5 mm thickness. The heat generating layer consists of a nickel-chromium alloy film, barium titanate film, palladium alloy film or the like having 10 to 100μm thickness.
