PROBLEM TO BE SOLVED: To provide an electrolytic capacitor, which can improve an impregnability of its capacitor element with an electrolyte by improving the structure of a separator, has excellent electrical characteristic such as the capacitance, tanδ, etc., and can be manufactured at a low cost, and to provide a method for manufacturing the capacitor. SOLUTION: An electrolytic capacitor is constituted by forming a capacitor element 26 by winding anode foil 20 and cathode foil 22 in such a state that one foil is laid upon another by appropriately putting separators 24 composed of electrolytic paper, chemical fiber proper, etc., between the foil 20 and 22 with the arranging direction of fibers in the separators 24 in parallel with the lengthwise direction of the foil 20 and 22 after tab terminals 28a and 28b or lead terminals are respectively attached to the foil 20 and 22 and impregnating the element 26 with an electrolyte. At the time of winding the foil 20 and 22, low-density separators 30 composed of electrolytic paper, chemical fiber paper, etc., are partially inserted into the separators 24 with the arranging direction of fibers in the separators 30 in parallel with the axial direction of the element 26.
