PROBLEM TO BE SOLVED: To recognize actions with high accuracy by selecting specious actions from among recognized operations based on the analysis result of the spatial relation and generating an action string. SOLUTION: A recognized action storage part 109 stores the recognition result of an action recognition part 104 and the space information extracted at an action information extraction part 107. An action relation retrieval part 110 calculates a parameter showing the relation among actions based on the recognized actions, the extracted space information and the inter-action relation described in an action detailed information dictionary 108 and then retrieves a combination of relative actions. An action relation evaluation part 111 finds the evaluation value against the inter-action relation of the retrieved combination of actions based on the parameter calculated at the part 110. Then, an action string generation part 112 generates a string of recognized actions based on the result of the part 111.
